Allegation of Research Misconduct

Jurnal Ilmiah Gema Perencana is committed to maintaining the integrity, reliability, and credibility of the scholarly record. The Journal takes all allegations of research and publication misconduct seriously and handles them fairly, confidentially, objectively, and in accordance with internationally recognized publication ethics principles, particularly the guidelines of the Committee on Publication Ethics (COPE).

Research misconduct may include, but is not limited to:

  • Fabrication – making up data, results, observations, or other research information and reporting them as genuine;
  • Falsification – manipulating research materials, equipment, processes, data, images, or results in a way that misrepresents the research;
  • Plagiarism – using another person's ideas, processes, results, words, or intellectual property without appropriate acknowledgment;
  • Inappropriate manipulation or duplication of images, figures, tables, or research data;
  • Duplicate, redundant, or overlapping publication without appropriate disclosure;
  • Inappropriate authorship, including ghost, guest, gift, or fraudulent authorship;
  • Undisclosed conflicts of interest that may materially affect the integrity or interpretation of the research;
  • Manipulation of citations, peer review, or the editorial process;
  • Misuse, manipulation, or misrepresentation of research data;
  • Failure to obtain required research ethics approval or informed consent, where applicable; and
  • Other practices that seriously compromise the integrity, accuracy, transparency, or reliability of the scholarly record.

Reporting an Allegation

Anyone, including authors, reviewers, editors, readers, institutions, or other parties, may report suspected research misconduct involving a manuscript submitted to or an article published in Jurnal Ilmiah Gema Perencana.

An allegation should be made in good faith and should provide sufficient information and, where possible, supporting evidence to enable the Journal to assess the concern.

The identity of the complainant and all information related to an allegation will be handled confidentially to the extent reasonably possible and will be disclosed only when necessary for proper investigation or as required by applicable regulations.

Anonymous allegations may be considered when they contain sufficient and credible evidence to warrant further examination.

Initial Assessment

Upon receiving an allegation, the Editor-in-Chief or a designated Editor who has no conflict of interest will conduct an initial assessment to determine whether:

  1. The allegation falls within the Journal's responsibility;
  2. Sufficient evidence exists to justify further investigation; and
  3. Immediate editorial action is necessary to protect the integrity of the review or publication process.

The Journal will not make a finding of misconduct solely on the basis of an allegation. The individuals concerned will normally be given an opportunity to respond to the concerns and provide clarification or relevant evidence.

Investigation and Cooperation

When further investigation is warranted, Jurnal Ilmiah Gema Perencana will follow appropriate publication-ethics procedures and may request additional information, original data, documentation, ethics approvals, or other relevant materials from the author(s).

Where the matter requires formal investigation beyond the Journal's authority, the Journal may refer the case to or cooperate with:

  • The author's institution;
  • Research ethics committees;
  • Research funding organizations;
  • Relevant regulatory or professional bodies; or
  • Other journals or publishers involved in the case.

The Journal recognizes that institutions are generally responsible for investigating the conduct of their researchers, while the Journal is responsible for protecting the integrity of its editorial processes and published scholarly record.

Editorial Actions

If suspected misconduct concerns a manuscript that is still under review, the Journal may suspend the editorial process while the matter is investigated.

Depending on the nature, severity, and outcome of the investigation, actions may include:

  • Requesting clarification, explanation, or correction from the author(s);
  • Rejecting the manuscript;
  • Terminating the review or publication process;
  • Correcting the published article;
  • Publishing an expression of concern while an investigation is ongoing;
  • Retracting the article when the findings are no longer considered reliable or serious misconduct is confirmed;
  • Notifying the author's institution, employer, or funding organization;
  • Informing other journals or publishers where relevant; and
  • Taking other appropriate measures necessary to protect the integrity of the scholarly record.

Any correction, expression of concern, or retraction will be clearly identified and linked to the original article to maintain transparency of the publication record.

Fairness and Confidentiality

All allegations will be handled without prejudice and with appropriate respect for confidentiality, due process, and the rights of all parties involved.

Editors or Editorial Board members who have a conflict of interest in a particular case must not participate in its investigation or decision-making.

The Journal will distinguish between honest error and deliberate or serious misconduct. Unintentional errors that do not invalidate the fundamental findings of an article may normally be addressed through an appropriate correction rather than being treated as research misconduct.

Allegations Made in Good Faith

Individuals who raise concerns in good faith will not be disadvantaged by Jurnal Teknik Industri for reporting suspected misconduct.

However, knowingly false, malicious, or deliberately misleading allegations may themselves constitute unethical conduct and may be referred to the appropriate institution or authority.

Post-Publication Concerns

Concerns regarding the integrity of an article may be raised at any time after publication. Publication of an article does not prevent the Journal from investigating credible concerns that subsequently arise.

When misconduct is confirmed or when the reliability of the published record is materially affected, Jurnal Ilmiah Gema Perencana will take appropriate corrective action in accordance with recognized publication-ethics standards.

The primary purpose of these procedures is not punitive action but the protection and correction of the scholarly record and the preservation of trust in scientific publication.
